Summary

Under the general direction of the Director, Human Resource Management and Development, the Manager, Human Resource Development is responsible for advancing the training and developmental needs of the employees, as part of the capacity and capability development of the organization, in order to better achieve its strategic objectives. Additionally, the incumbent is mandated to employ various learning modalities, including career pathing, as part of the strategy in the development of the human resource. 💰$4,266,270 – $5,737,658 JMD per annum

Responsibilities

  • Technical/Professional:

    • • Reviews training policies and guidelines, to ensure congruence with Corporate Plans and Objectives;
    • • Conducts random assessments of local training programmes, to determine relevance suitability;
    • • Convenes and attends meeting with Divisional Heads and other relevant stakeholders, to discuss the training programmes and training needs;
    • • Develops the Department’s training policy, and designs the training and development plans to support its Mission and Objectives;
    • • Prepares the annual financial needs for learning and development, and makes the necessary submission, for inclusion in the overall Budget;
    • • Prepares training plans and schedules for all Divisions within the Department;
    • • Develops and manages a training programme to support the Succession Planning Policy of the RPD;
    • • Undertakes specific aspects of In-house training for selected categories, and co-ordinates the implementation of training conducted by other officers to ensure that objectives are met;
    • • Identifies a cadre of resource persons, internally and externally, and conducts evaluation of their performance;
    • • Liaises with local and overseas institutions, to satisfy the training needs of the Department;
    • • Facilitates the upgrading of skills and provides maximum career advancement and development opportunities for officers by; Liaising with Training/Scholarship Section of SHRMD, to get information regarding availability of courses and scholarships; Keeping all employees generally informed of training and development interventions that are available to them; Overseeing the processing of nominations for training courses offered by other local and overseas institutions; Collaborating with the Director, Human Resource Management and Development, to design and develop training and other Human Resource Manuals;
    • • Designs and administers instruments to conduct analysis and evaluation of programmes;
    • • Researches and recommends instructional modalities, based on applicable psychological and educational principles;
    • • Evaluates the impact of training programmes (on-the-job performance of staff), to ensure internal transfer of skills;
    • • Tracks and reports trends in the distribution of training effectiveness, and assesses costs and benefits;
    • • Measures the ROI per person, for training experienced;
    • • Conducts career pathing sessions for staff, identifies developmental needs and facilitates the achievement of career goals;
    • • Reviews periodically, course contents, to maintain relevance and organizational needs;
    • • Re-designs training programmes and methods of instructions, where required, based on analysis of post-training evaluations.
  • Management/Human Resource:

    • • Oversees preparation of Work Plans for the Section;
    • • Conducts periodic reviews of supervisees, in accordance with Work Plans;
    • • Conducts assessment of supervisees, based on performance assessment criteria; prepares Performance Report;
    • • Develops and manages the performance of the Section and it’s staff, sets performance targets, monitors performance, provides feedback to staff and arranges for training;
    • • Ensures that staff have sufficient and appropriate physical resources to undertake their duties, efficiently and effectively;
    • • Conducts on-the-job coaching, within the Section.

Qualifications

  • • Bachelor’s Degree in Social Sciences, Management or Human Resource Management;
  • • Five (5) years’ experience in the Human Resource Management and Development field;
  • • Training Certification/Teaching Diploma would be an asset.
